煤矿区煤层气与煤协调开发模式探讨

摘　　要：煤层气与煤炭开发存在矿权重叠问题,进行煤层气与煤炭开发时空配置关系研究,对煤矿区煤层气与煤炭高效协调发展具有非常重要的显示意义。基于煤炭开发时空接替规律,煤层气企业和煤炭企业共同对煤矿区进行规划部署,达到"抽、掘、采"的协调,实现煤层气与煤炭协调一体化开发,形成了较为成熟的矿权重叠区煤层气与煤炭协调开发模式:"晋城模式"、"三交模式"和"华潞模式"。提出了煤层气地面抽采存在政策激励疲软、产能到位率低、合作机制不健全等问题。CBM and coal development have the problem of overlapping of mineral rights,and to study the relationship between CBM and coal development is of great significance for the efficient and coordinated development of CBM and coal in coal mining area.Based on the time-space replacement regularities of coal development,CBM enterprises and coal enterprises jointly plan and deploy the coal mining area to achieve the coordination of drainage,excavating and mining,realize the coordinated and integrated development of CBM and coal,and form three relatively mature models for the coordinated development of CBM and coal in overlapping area of mineral rights,including Jincheng Model,Sanjiao Model and Hualu Model.It is proposed that CBM extraction has such problems as weak in policy incentives,low capacity yield,and imperfect cooperation mechanism.
