摘　　要：本文的主题是以红十字会为样本研究社会组织参与一带一路路径与机制。一带一路战略是一个体系,需要社会组织的参与。基于文明冲突理论和政府与社会组织关系理论,在价值公约数理念之上,社会组织参与一带一路,不仅可以为中国企业走出去保架护航,而且可以降低国与国之间的政治风险,淡化政治色彩,夯实民间交往的基础,真正做到“民心相通”。但是鉴于我国社会组织国际化经验的严重不足,相关法律法规不够健全等问题造成的体制机制障碍需要进一步建立和完善。如何进行,可以参照红十字会的相关经验和做法。This paper,taking the Red Cross as an example,studies the methods and mechanism of NGOs'participating the "Belt & Road",which is a strategy needing the involvement of NGOs.Based on the theories of civilization clash and relationship between government and social organizations,the strategy,on the notion of value common divisor,can not only provide protection for the participating NGOs when they expand abroad,but also reduce the political risk between countries,weaken the political color,consolidate the basis of folk communication,and therefore link different peoples.Because our NGOs are severely short of international experience,and at the same time the relevant laws and regulations are not sound enough in our country,the system needs further construction and improvement.
