摘　　要：介绍了大气污染防治"重点地区"新建耗煤项目实行煤炭减量替代的意义,对"重点地区"发布的煤炭减量替代政策、煤化工行业大气污染控制水平、"控煤"政策对煤化工项目的影响进行了分析,并就总量控制的大前提下如何优化煤炭消费管理提出看法。This paper introduces the significance of coal consumption reduction and substitution targeted on new coal-consuming projects in the key air pollution regions and analyzes coal consumption reduction and substitution policies released in the key air pollution regions,the air pollution control level in the coal chemical industry and effects of "coal consumption control"policy on coal chemical projects.Views on how to optimize coal consumption management under the coal consumption cap plan are also put forward.
