摘　　要：加拿大油气资源管理体制较为成熟,学习其先进经验对于提高我国的油气资源管理水平具有重要的借鉴意义。本文通过调研加拿大政府网站信息、研究文献资料等方式对加拿大油气资源管理层级、管理机构和职能进行了分析,总结了加拿大油气资源管理特点,概述了其对我国的启示并提出了建议。研究认为加拿大油气资源由联邦和省两级管理,具有"政监分离、权力下放"、"遵循市场规律"、"依法管理"和"尊重土著民族权利"四个特点。参考加拿大的管理模式,我国未来油气资源管理应不断加强监管力度,激发市场活力,完善法律体系,以确保油气行业平稳健康发展。The oil and gas resources management in Canada is very mature,and it is important for China to learn some experience from Canadian management resources.The characteristics of oil and gas management in Canada are concluded in this paper,including the separated function of management and supervision,free and open market,mature laws system and policy inclination for national minority.Based on that,in order to improve the management ability of oil and gas industry,following actions are suggested to take in the future for China,such as perfecting related laws and regulations,establishing especial supervision department as well as promoting active of market.
