摘 要:余江区农村宅基地等三项制度改革试点特别是"宅改"受到了各级各界的充分肯定和广泛赞誉,被称为"余江样板"。但余江改革试点面临新挑战,为了巩固和扩大试点成果,深化改革,特别是余江经验的推广和有关法律、法规的制订、修改。在再次实地考察"宅改"等三项制度改革的进展情况并与参会专家、学者、当地领导和管理人员研讨的基础上,建议:宅基地管理应加强地方立法并充分发挥乡规民约的作用;明确村民事务理事会的性质、功能并确立其法律地位;统筹开展、协调推进"三项改革",积极培育和建立城乡统一的建设用地市场;搞好调整后的自然资源部门与农业农村部门有关职能的衔接和工作的配合与协调,合力推进宅基地改革与管理。Three reforms of land system,especially "residential land reform" in Yujiang District,have been fully affirmed and widely praised,known as the "Yujiang Model".However,reforms in Yujiang face new challenges,in order to consolidate and expand the achievements and deepen reforms.On the basis of re-examining the progress of the three reforms and discussing with the experts,scholars,local leaders and managers participating in the conference, the recommendations are as follows:to strengthen local legislation and to make full use of traditional village rules; to clarify the nature and function of the village Civil Affairs Council and establish its legal status;to co-ordinate development the "three reforms"and to cultivate urban and rural construction land market actively;to improve the connection of the natural resources department and the agricultural and rural departments to promote the reform and management of rural residential land.
