社会主义经济责任关系的政治经济学分析

摘　　要：社会主义经济责任关系是指在社会主义基本经济制度基础上,执政者基于责任制原则,为包括自身在内的经济行为主体所规定的经济权利和经济义务关系的总和。在经济行为主体多重责任关系中,体现社会主义总体要求的经济责任关系包括政府对企业的管理和调控责任、企业对劳动者的公平分配责任以及公有企业对私人企业的支持和引领责任。完善社会主义经济责任关系,是促进社会主义市场经济健康发展,增强民族企业竞争力的客观要求,是发展中国家增强自主发展能力,推动国际秩序和国际体系朝着公正合理方向发展的重要支撑。坚持党的集中统一领导,坚持以人民为中心,推进体制改革、自主开放和法治建设,是完善社会主义经济责任关系的基本路径。Socialist relationship of economic responsibility refers to the sum of economic rights and obligations regulated by the ruling party for all economic subjects, including the ruling party themselves, on the basis of thefundamental socialist economic system and the principle of responsibility system. In relations of economic subjects characterized by multiple responsibilities,those relations of economic responsibilities that exhibit general requirements for socialism include the responsibility of the government to manage and regulateenterprises, enterprises' responsibility of fair distribution for workers, the responsibility of public-owned enterprises to support and guide private-ownedenterprises. Improving socialist relationship of economic responsibility is an objective requirement for promoting the healthy development of the socialistmarket economy and enhancing the competitiveness of national enterprises. It also serves as a crucial support for developing countries to enhance their abilityof independent development and promote the development of international order and system in a fair and reasonable direction. Upholding the Party'scentralized and unified leadership, embracing 'people-centered' principle, and promoting institutional reform, autonomous openness and legal constructions are the fundamental ways to improve socialist relationship of economic responsibility.
