试析台湾地区贿选现象及其政治影响

摘　　要：台湾地区的选举由来已久,但良好的选举风气却始终难以形塑。国民党的威权政治、黑金政治以及选举制度缺陷均助长了贿选现象的产生。台湾地区贿选现象的类别主要有现金买票、搓圆仔汤、桩脚买票、期约式贿选等四种。当前的台湾地区贿选现象依然普遍、积重难返,尤其是在县市议员和基层乡里长层面。究其原因,政治文化、制度缺失、民主异化都是重要因素。贿选现象对台湾地区民主政治的主要影响有:第一,可能进一步强化基层的乡土认同以及中高层的本土认同;第二,缺乏对公民权利行使规范的监督制约着台湾地区民主质量的提升;第三,长期的"金钱政治游戏"使得其民主运转的成本也越来越高。Boasting a long history of political election,Taiwan has yet to develop a sound electoral culture.The long authoritarian rule under the Kuomintang (KMT)regime,common practice of "black gold politics,"and the intrinsic defects of the electoral system have all contributed to election bribery in Taiwan,as seen in buying tickets directlyin cash,manipulating electoral candidates,buying tickets through grassroots agents,and buying tickets on tacit contracts.Today,election bribery remains a serious problem,especially in the election of city and county councilors as well as town or precinct heads,mainly due to such factors as the defective political culture,deficient political sys tem,and democratic alienation.Election bribery exerts lingering effect on Taiwan's politics in that it may further strengthen the parochial identity of the public and impede the democratization process;besides,lasting game of "money politics"leads to ever increasing costs for maintaining the democratic system in Taiwan.
