涉台园区构建台湾人才高地促进两岸融合发展研究——以泉州台商投资区为例  

A Study on Promoting Cross-Strait Integrated Development by Fostering Taiwan Elite Pools in Taiwan-Invested Industrial Parks-the Case of Quanzhou

摘　　要：近年,前来大陆学习、实习、就业和创业的台湾青年越来越多,文章以2012年国务院批准设立的泉州台商投资区(简称"泉州台商区")为例,着重就新形势下涉台园区如何加强台湾人才交流与引进工作,进行较全面调查分析与研究设计。笔者认为当前涉台园区构建"台湾人才高地"、加快推动"海峡两岸融合发展",具有较强可行性与迫切性,建议"泉州台商区"重点采取简称"四个创新"的配套策略与措施,以期实现人才与园区共同发展、促进两岸经济社会融合。Today, more Taiwan youths are coming to the Chinese mainland for education, work, internships or business. Based on a case study of the Taiwan 一 invested industrial park in Quanzhou,established upon the approval of the State Council in 2012, this paper discusses the approaches to attracting Taiwan elites to work in Taiwan-invested industrial parks. It is believed that it is both feasible and of urgent necessity to promote integrated development of both sides across the Taiwan Strait by fostering Taiwan elite pools in such industrial parks. It is suggested that four innovative measures be taken to enhance the common development of the Taiwan elites and the industrial parks,in order to further strengthen the social and economic integration across the Strait.
