摘　　要：台湾地区的"对外经济援助"事务历经60年的发展,已初步实现了援助体制的透明化、制度化和援助手段的多元化。但由于其长期受台湾当局发展对外关系的政治图谋主导,未能对促进台湾地区对外经贸的经济职能予以足够重视,因此整体效果相当有限。尽管蔡英文当局已开始强调"对外经济援助"的经济作用,但其仍然不能摆脱"政治挂帅"的窠臼,未来台湾地区"对外经济援助"的前景仍不乐观。After 60 years of development,Taiwan's "foreign aid"has been made more transparent and institutionalized,with multiple channels of aid.However,because the Taiwan authorities have long used "foreign aid"as a political tool and failed to pay sufficient attention to its impact on Tai wan's trade and external economic relations,the overall effect of Taiwan's "foreign aid"has re- mained quite limited.Although the Tsai Ing-wen authorities have begun to stress the economic function of "foreign aid,"yet confined by its primary role as a political tool,Taiwan's "foreign aid" can hardly achieve expected results in the years to come.
