对公安基层派出所职能定位的思考

摘　　要：公安派出所是我国公安机关的最基层单位,是维护地方社会治安、打击违法犯罪、服务人民群众的综合性战斗实体,承担着大量综合性强、复杂程度高、形式多样的警务活动。伴随着社会现代化进程的加快和公安警务机制改革的全面推进,公安基层派出所的职能也在不断调整之中。但至今仍然存在职能定位不够清晰、警务内容认识模糊、城乡派出所设置不够科学、民警素质不相匹配等诸多问题。应充分认识派出所设置的政治和法治功能,突出派出所警务职能和绩效目标,改革派出所工作考核评价体系,优化派出所职能设置,推进派出所整体功能的发挥,有效地维护城乡社会治安秩序。The police substation, the most basic unit of China’s public security organs, is a comprehensive combat entity to maintain local public security, fight against illegal crimes and serve the people, which undertakes a large number of comprehensive, highly complex and diverse police activities. With the acceleration of social modernization and the comprehensive promotion of the reform of public security police mechanism, the functions of police substations at the grassroots level are constantly being adjusted. However, there still exist many problems, such as unclear functional orientation, indistinct understanding of police content, unscientific establishment of urban and rural police substations and unmatched quality of civilian police. The political and legal functions set up by the police substations should be fully understood, the functions and performance objectives of the policeshould be highlighted, the work assessment and evaluation system of the police substations should be reformed, the functions of the police substations should be optimized, and the overall functions of the police substations should be promoted, so as to effectively maintain public order in urban and rural areas.
