摘　　要："德治"是一种以社会舆论、传统习俗和内心信念为载体的柔性治理理论和方法。以先进性、道德感和示范力为特征的榜样,作为德治的有效资源、动能和机制,旨在通过移情、认同、想象、践行的治理逻辑滋养法治先锋和自治楷模,引领百姓群众从公共事务的"旁观者"成长为公共利益的"建设者"与"共享者"。新时代社会主要矛盾的转化既赋予榜样以德治功能的外源性使命,更彰显了新时代榜样精神的内生性要求。热心社区公共服务、积极参与社区公共事业建设的"社区精英"是新时代社会治理德治理念的践行者。合理度量与检验"榜样"的德治功能将有利于建设和提升社会治理现代化能力。The key to a pattern of social governance by the people and for the people is to create a mechanism for social governance function with a combination of rule by law,rule of virtue,and self-rule.Role models,as a mechanism for social governance function,are aimed at guiding rule by law,rule of virtue and citizens'capacity for self-rule by means of empathy,identification,imagination,and practice,and fostering and organizing community residents so than they can become both developers and sharers of publie interests rather than onlookers of public affairs.People's increasing need for a better life not only entitles role models with an exogenous function of social governance but also shows an endogenous requirement for the spirit of role models in the new era.
