摘　　要：综合考虑评价指标的可行性和数据的可观测性,以知识产权创造、运用、保护和服务为一级指标构建知识产权强省建设绩效评价指标体系;基于模糊层次分析法(FAHP)确定指标权重,运用模糊优选修正模型对我国主要省域的知识产权建设绩效予以综合测评。研究结果发现,北京、广东、江苏的知识产权强省建设绩效位列前三。针对江苏知识产权强省建设绩效评价的现存问题提出对策建议,旨在促进其实现从知识产权大省向知识产权强省的跃进。Considering the feasibility of the evaluation index and the observability of the data, this paper constructs the performance evaluation index system of the strong province of intellectual property rights by creating, applying, protecting and serving the intellectual property rights. Based on the fuzzy analytic hierarchy process(FAHP) to determine the index weight, the performance of intellectual property construction in the main provinces of China is comprehensively evaluated by using the fuzzy optimal selection correction model. The results show that Beijing, Guangdong and Jiangsu are among the top three. In view of the existing problems in the evaluation of the construction performance of the strong province of intellectual property rights in Jiangsu province, we put forward some countermeasures and suggestions in order to promote the leap forward from the province of intellectual property rights to the province of strong intellectual property rights.
