Research on Evaluation Model of International Scientific and Technological Cooperation Capability of Beijing International Scientific and Technological Cooperation Base Based on Principal Component Analysis

摘  要:结合2014—2017年185家北京市国际科技合作基地统计数据,基于主成分分析法,运用Matlab软件研究北京市国际科技合作基地国际科技合作能力,构建国际科技合作能力评价模型,模型的评价结果与实际专家评估结果相吻合。研究发现:优秀国际科技合作基地的共有特征分别是国际科技合作经费投入高、具有国际影响力的原创成果和国际一流的科研实力、积极培养和引进卓越人才、立体的国际合作模式。最后,针对模型评价结果提出相关建议,以期进一步推动北京市国际科技合作基地发展,提升北京市国际科技合作水平,助力北京市建设具有全球影响力的科技创新中心。Based on statistics of 185 Beijing international scientific and technological cooperation bases from 2014 to 2017, this paper analyzes and studies the cooperation capability of these cooperation bases using Matlab and principal component analysis(PCA). The evaluation model of international scientific and technological cooperation capability is constructed, and the evaluation result of the model is consistent with that of the actual experts. The research finds that:the common characteristics of excellent international scientific and technological cooperation bases are high investment in international scientific and technological cooperation funds, original achievements with international influence and international first-class scientific research strength, active training and introduction of outstanding talents, and three-dimensional international cooperation mode. Finally, according to the results of the evaluation model, some suggestions are put forward in order to further promote the development of Beijing’s international science and technology cooperation base, enhance the level of Beijing’s international science and technology cooperation, and help Beijing build a science and technology innovation center with global influence.
