摘　　要：利用2006年世界银行营商数据和中国海关数据,文章研究了出口国通关成本对中国企业进口频率的影响。首先,通过统计海关数据来获得企业-产品-国家层面的进口频率。其次,分别以世界银行营商数据中的通关单证数、通关时间和通关费用来衡量通关成本。虽然采用三种不同的数据来衡量,但是零截断泊松回归估计的结果均表明,出口国通关成本会对中国企业进口频率产生显著的负向影响。具体的,通关单证数、通关时间和通关费用的估计系数分别为-0. 326、-0. 075和-0. 044。最后,相关的检验也表明我们的结论是相当稳健的。Based on the World Bank’s Doing Business Database and China Customs Database in 2006,this paper studies the impact of the customs clearance costs of exporting countries on the import frequency of China’s firms.First of all,the import frequency of firm-product-country level is obtained through the statistical customs data.Next,the paper measures the customs clearance costs based on the number of customs clearance documents,customs clearance time and customs clearance fees respectively.Although measured by three different kinds of data,all the estimation results of Zero-truncated Poisson Regression show that the customs clearance costs of exporting countries have a significant negative impact on the import frequency of China’s firms.Specifically,the estimation coefficients of the number of customs clearance documents,customs clearance time and customs clearance fees are-0.326,-0.075 and-0.044 respectively.Finally,a series of relevant tests also reveal that our conclusions are rather robust.
