大学治理中的“行政”与“行政化”辨析

摘　　要：行政作为一种组织管理、服务管理的活动,适用于各种社会组织,大学的行政兼有公共行政与私人行政的双重属性,行政管理具有复杂性与专业化特点,加强行政管理是大学发展的逻辑必然。行政化是一种行为倾向,从行政管理的视角而言,是一个中性词,行政化的产生与积极行政有内在的关联,在教育行政领域,当大学积极行政的触角面向学术范畴"过界"时,就会出现行政化问题。大学去行政化改革的关键是制度创新,要摆脱路径依赖,将重点和方向放在去传统的行政管理模式上,而非行政管理本身。Administration,aiming to organize activities and offer services,is applicable to all kinds of social organizations.Combining the features of both public and private administration,university administration is complex and requires professional skills.It is logically mandatory to strengthen administration in order to achieve university development.On the other hand,bureaucratization is a behavioral tendency.Its emergence is inherently related to active administration.Educational administration,when reaching across the border of academic field,will turn into bureaucratization.The key to university de-administration lies in institutional innovation.The focus should be on getting rid of the traditional mode of administration but not the administration itself.
