区域协同治理制度的法定化创新——对珠江三角洲两版区域规划条例的回顾与思考

摘　　要：随着当代中国区域经济一体化的发展,区域治理成为有效化解区域一体化发展进程中问题的重要工具。本文在总结国外区域治理模式和手段的基础上,提出立法保障是最综合、最权威、最有效的区域治理方式,在此基础上回顾了珠三角区域治理制度法定化创新的探索,从实施主体和事权划分、相关规划协调情况、促进与保障规划内容、公众参与制度及监督考核制度等方面评估总结了珠三角两版规划条例的实施成效和存在问题,基于新一轮全面深化改革的要求,从明确实施主体、细化实施任务、加强实施监督三个方面提出区域治理制度创新的方向和建议。With the development of regional economic integration in contemporary China, regional governance has become an important tool to effectively solve the problem of regional integration. On the basis of summarizing the modes and means of foreign regional governance, the paper proposes legislative guarantee is the most comprehensive, authoritative and effective regional governance. The paper reviews the two editions of the Pearl River Delta planning ordinance, sums up the effectiveness of regional governance in the Pearl River Delta from these five aspects: Implementing subject and powers division, relevant planning coordination, promotion and protection planning content, public participation system, supervision and assessment system. And further the paper analyzes and reflects the problems and challenges in the process of regional governance. Finally, based on the actual situation of regional development, the paper puts forward the development direction and suggestion based on the new round of deepening reform from three aspects: the main body of implementation, the task of detailed implementation and the strengthening of supervision.
