摘 要:改革开放40年来,党政关系、中央与地方关系、国家与产权关系、政府与市场关系、国家与基层社会关系,政府与社会组织关系发生了历史性变化,引起了国家自主行为的空间调整和方式规范,带来了国家核心治理体系的现代化,表现为国家权力结构、所有制结构、资源配置结构、社会治理结构的历史性变革。国家核心治理体系的现代化又推动了以国家自主行为作为基础的国家基础治理能力的现代化,国家的权力配置能力、产权实施能力、资源分配能力、社会调控能力以及意识形态引导能力实现社会公共利益的程度日益提高,从而促使国家自主性日益增强。Over the past 40 years since reform and opening-up, the relationships between the Party and the government, the central government and the local governments, the state and the property right, the government and the market, the state and the communities, the government and the social organizations, etc. have evolved greatly,effecting spatial adjustment and pattern standardization in China’s autonomous behavior, which has in turn advanced China’s core governance system, bringing about historic changes in the structures of state power,ownership, resource allocation, and social governance. The modernization has accordingly promoted the modernization of China’s basic governance capacity based on its independent behavior, manifested as steady improvement of its abilities in state power distribution, property rights implementation, resources allocation, social regulation and control, ideological guidance, meeting social public interests, which has in turn enhanced China’s autonomy and independence.
