信息协同视角下无边界化智慧政务推进机制研究

摘　　要：文章以无边界管理理论为理论基础,以区块链技术为技术支撑,从打破智慧政务垂直信息协同边界、智慧政务水平信息协同边界、智慧政务内外信息协同边界与智慧政务地域信息协同边界四种边界入手,分析当前影响无边界化智慧政务推进的阻碍因素,探索无边界化智慧政务的推进机制问题。构建了基于信息协同视角的无边界化智慧政务推进机制模型,并以"电子爱沙尼亚"为案例进行分析,提出了对无边界化智慧政务发展的思考。This paper is based on the theory of no-boundary management, supported by block chain technology, andanalyzes the obstacles to the advancement of the no-boundary smart government affairs, from the aspects of breakingthe cooperation boundary of vertical information, horizontal information, internal and external information and regionalinformation of smart government. This paper explores the promotion mechanism of no-boundary smart government af-fairs. This paper constructs the model of advancing mechanism of no-boundary smart government affairs based on infor-mation synergy, analyzes the case of"e-Estonia",and gives some propose on the development of no-boundary smartgovernment affairs.
