摘　　要：从养老保险制度经济性、效率性、有效性角度建立养老保险制度绩效评价指标体系,并季利用该指标体系结合面板数据的广义DEA方法构建了基本养老保险制度绩效评价模型.最后,以城镇职工基本养老保险为例对2011-2015年我国31个省份基本养老保险制度绩效状况进行了实证分析.结果发现:我国各省份城镇职工基本养老保险制度绩效整体水平呈下降趋势,且绩效处于偏低水平;各省份之间制度发展水平存在明显的非均衡性;绩效水平的区域特征较明显,基本呈现了东高中低的格局,我国各省份绩效水平与其经济发展水平不协调.On the basis of the existing research results, this paper designs the performance evaluation index system of the pension insurance system from the perspective of the economy,efficiency and effectiveness of the pension insurance system, and uses the index system to construct the performance evaluation model of the basic pension insurance system and the generalized DEA method of panel data. Finally, we have assessed the urban employee basic pension insurance system in 31 provinces of China in the past 2011-2015 years. The results showed that: the overall level of the basic pension insurance system performance of urban employee in provinces is declining, and the performance is on the low level;the system development level between the provinces has obvious disequilibrium;the regional characteristics of the performance level are more obvious, which basically shows the pattern of the Eastern high the middle low;the performance level of provinces in china is not in harmony with its economic development level.
