摘 要:主要研究资源型城市的发展路径,基于建立的可耗竭资源约束下的Solow模型,研究了可耗竭资源变化、政府支出等因素对经济发展的影响.在一定的边界条件下,技术进步能够减缓资源的耗竭性对经济的制约效应,经济系统存在唯一的平衡增长路径.加入政府角色后,政府支出能够对经济系统产生正向的溢出效应,溢出效应越大,平衡路径上的人均收入增长速度也越高,对资源的依赖程度也越低.政府支出应致力于资源型城市的产业结构升级,提高可耗竭资源的利用效率,降低其在总产出中的贡献度,深化产学研的结合程度,从而实现资源型城市的长期可持续发展.The paper mainly studies the growth path of resource-based cities. Based on the Solow Model with exhaustible resources constraints, the paper studies exhaustible changes and government expenditures’ impact on economic development. Within certain boundary conditions, technology growth can mitigate the restrictive effect of exhaustible resources on economy, and economic system has the sole balanced growth path. While taking government into account, government expenditures will have a positive effect on economic system. The greater this effect is, the higher growth rate of per capital income on balanced growth path can be, and the less economy depend on resource. Government expenditures should concentrate on industrial structure upgrading of resource-based cities, and improve utilization efficiency of exhaustible resources, lowering its contribution to gross output, moreover, deepen universityindustry cooperation, thus the long-term sustainable development of resource-based cities can be anticipated.
