摘　　要：从康复医疗资源、康复服务体系、规章制度与约束机制、医保政策支持力度、人才技术与服务能力、民众知晓度与就医观念,以及信息网络与远程医疗等方面,阐述了社区康复分级诊疗与双向转诊实施中存在的问题与困难,并提出了解决此现状的相应策略。From the aspects of rehabilitation medical resources,rehabilitation service system,regulatory frameworks and restraint mechanisms,medical insurance policy support,talent-technology and service capacities,public awareness and health concept,information network and remote medical treatment,this article has elaborated the problems and difficulties in the implementation of hierarchical medical service and dual referral in community rehabilitation,and put forward some corresponding strategies for this situation.
