摘　　要：犯罪问题是社会问题的缩影,治理犯罪问题和防控重新犯罪攸关社会秩序稳定和个体生存状态。由监狱押犯构成特征反观犯罪原因和重新犯罪防控对策,是我国社会转型时期预防和控制犯罪与重新犯罪的重要应对。基于我国20世纪90年代以来逐步呈现出监狱押犯为社会下层和底层人群这一特征,我国对犯罪和重新犯罪的社会防控也应予以适当调整,当前从完善社会保障、强化社会支持、提高社会管理水平等层面入手,可以实现"最好的社会政策就是最好的刑事政策"的理论要求和现实需求。The problem of crime is a microcosm of social problems.The control of crime and the prevention and control of repeated crimes are related to the stability of social order and individual living state.It is an important response to prevent and control crimes and repeated crimes from the perspective of prisoner composition in the period of social transformation of our country.Based on the characteristic that prisoners come from social bottom and underprivileged groups gradually showed since the 1990 s,we should also adjust social prevention and control of crimes and repeated crimes in order to meet theoretical and practical requirements of "The best social policy is the best criminal policy "from improving social security,strengthening social support and improving the level of social management currently.
