基于“圈层分异”的武汉城市圈新城发展实效评估

摘　　要：以武汉城市圈新城为研究对象,分析改革开放以来该新城时空演变呈现"近域蔓延"到"全域覆盖""圈层扩散""跨界融合"的特征。并以位于不同圈层的5座新城为样本,通过构建"多维动态"的评估指标体系,以"增长度-协调度"模型展开测度,发现武汉城市圈新城发展实效"圈层分异"显著,具体表现为:新城总体得分"向外圈层递减、同一圈层趋同";新城分项得分"核心圈层和边缘圈层均衡稳定、外围圈层结构矛盾突出"。从新经济地理视角分析造成该现象的原因,认为主要和武汉城市圈人口高度集聚格局未变、经济扩散主要集中在武汉主城区周边,以及新城省内跨界融合便利、省域跨界融合困难有关。With new towns in Wuhan Urban Agglomeration as examples, this article analyzes the spatio-temporal characteristics of new towns evolving from "near-field spread" to "overall coverage," "circle layer differentiation," and "trans-boundary integration" since the reform and opening up. The article chooses five new towns in different circle layers as samples to measure the effect of new town development of Wuhan Urban Agglomeration by establishing a "multi-dimensional dynamic" evaluation index system and using the model of "Growth Degree-Coordination Degree." It finds that the "Circle Layer Differentiation" is significant. Specifically, the total score of new towns present "a decreasing trend in outer circle layers and convergence in the same circle layer";each factor presents "stability on the core and edge of circle layer and a serious contradiction on the structure of peripheral circle layer." Then it analyzes what causes this phenomenon from the perspective of new economic geography, finding that the main reason involves two aspects: "the population gathering pattern in Wuhan Urban Agglomeration is unchanged and the economic diffusion mainly concentrates around the downtown of Wuhan";"it is convenient for the trans-boundary integration between new towns in the same province and difficult for new towns in different province."
