工程造价信息化平台的建设规划研究

摘　　要：工程造价信息化是改革与发展的客观需要,也是21世纪信息技术高速发展的必然趋势。为认清当前我国工程造价信息化平台的发展现状,访问并梳理了各类造价信息平台,发现平台主要有以下四类:行业管理信息化平台、行业服务信息化平台、企业管理信息化平台和项目管理信息系统。考虑到任何平台的建设都是一项复杂的系统工程,因此站在全局、长远的视角,结合我国工程造价信息管理现状,分别针对"谁投资建设、谁运营管理、何种盈利模式、信息如何生成"等问题对四类平台适用的建设运营模式进行了观点探讨,以期促进我国工程造价信息化平台建设的健康稳步发展。Informatization is not only an objective requirement for the reform and development of the construction industry,but also an inevitable trend for the rapid development of information technologies in the 21 st century. In order to understand the current status of China’s construction cost information platform,this study interviewed and combed various types of cost information platforms. It found that there are four main types of platform,i.e,industry management information platform,industry service information platform,enterprise management information platform and project management information system. Considering that the development of a platform is a complex system project,we analyzed the construction mode of the four types of platforms from a long-term perspective in accordance with the status quo of the project cost information management in China. This study put forward a few viewpoints on issues about "who invests the development of the platform,who plays the operation and management role,what kind of profit model,How information is generated". We hope to promote the healthy and steady development of China’s construction cost information platform.
