核心业务流程无纸化运行实现路径研究——以国家自然科学基金为例

摘　　要：文件管理的数字转型和"互联网+政务服务"对组织核心业务流程的无纸化运行具有巨大的推动作用。本文以国家自然科学基金项目申请无纸化试点工作为例,分析组织核心业务流程由"双套制"到部分无纸化,再到全面无纸化的过程。本文认为无纸化工作的全面推行需要完善组织内部与外部制度体系、加强组织内部机构间的协同、确保电子文件管理的全程受控,并确保其真实性、完整性与有效性。Record management digital transition and "Internet plus government services"promote the paperless operation of the organization business process.This paper takes National Natural Science Foundation project application without paperless pilot work as example,analysis the core business process of the organization from Double-sets management system to some paperless,and then to complete paperless process.This paper holds that complete paperless process needs to improve the internal and external institutional system of the organization,strengthen the coordination among institutions within the organization,ensure the full control of the electronic record management,and ensure its authenticity,integrity and effectiveness.
