大数据环境下我国政府数据开放政策体系研究

摘　　要：政府数据开放政策是推进政府数据开放的关键因素。论文在国家大数据战略背景下,提出我国政府数据开放政策体系。通过借鉴公共政策理论,分析文献内容,提出由基本政策、具体政策、保障政策等构成的政府数据开放政策体系框架。根据政府数据开放政策体系框架,梳理了我国政府数据开放相关政策,发现了我国存在政策体系不完善、具体政策缺少规范性和操作性、保障政策力度不够、政策执行缺乏组织保障等问题,提出了丰富政策内容和类型、加强具体政策规范性与操作性、完善保障政策、设置保障政策落实组织机构等建议。Open government data policy is an essential factor in promoting publicity of government data.This paper puts forward the system of open government data policy based on the national big data strategy.By learning from public policy theory and analyzing the content of literature,we construct an open government data policy system framework consisting of basic policies,specific policies and safeguard policies.Using open government data policy system framework for analysis,relevant policies of open government data in China are studied,and relevant problems are identified such as the existence of imperfect policy system in China,the lack of regularity and operation of specific policies,insufficient security policy,and lack of organizational guarantees for policy implementation.Thereby we put forward some proposals such as enriching policy content and types,strengthening specific policy norm and the operability,promoting safeguard policies,and setting up organizational mechanisms for implementing safeguard policies.
