摘 要:近年来,共享单车广受欢迎。而已有研究着重强调通过协同治理解决共享单车问题,未能追踪到共享单车治理的最新实践。本文基于渐进决策理论视角,从治理主体与治理手段两大维度将共享单车治理划分为一元治理、协同治理、基于大数据治理的演进三阶段论,并从生成背景、现实需求、技术支持、平台接入、平台功能、线下运营方面等方面阐述共享单车基于大数据治理的内涵。最后,本文强调在充分发挥大数据对共享单车治理积极作用的同时,也要做好大数据安全防范措施。In recent years, shared bicycle has become very populor. The existing researches emphasize on solving the problem of shared bicycle through collaborative governance, but fail to trace the latest practices of shared bicycle governance.This paper, based on the perspective of progressive decision theory, divides the governance of Shared bicycle into three stages of unitary governance, collaborative governance and governance based on big data from the two dimensions of governance subjects and governance means,and to explain the connotation of governance based on big data of shared bicycle from the background, real needs, technical support, platform access, platform functions, offline operations and other aspects.Finally, this paper emphasizes that while giving full play to the positive role of big data in the governance of shared bikes, we should also take preventive measures against big data security.
