摘 要:绿色技术创新是我国实现创新驱动的高质量绿色发展的主要驱动力。本文基于2006—2018年我国30个省、市、自治区的绿色专利数据探讨我国绿色技术创新现状及变化趋势,并将资源消耗、环境污染、绿色专利同时纳入绿色技术创新评价体系中,对我国各省份的绿色技术创新效率、区域差异及提升机制进行分析。研究结果表明:考察期内,由于不断升级的环保法规的相继出台,我国绿色专利总量逐年增加,创新激励效应已初步显现;区域绿色技术创新能力地区差异显著,东部地区凭借自身经济发展、研发资金投入等优势领先于中、西部地区;企业是我国绿色技术创新活动的主体和中坚力量;绿色技术创新效率呈现逐年提升的趋势,但区域间协同创新提升效果并不显著。因此,健全现有专利制度平台,推动区域间及内部绿色技术协调发展,完善激励企业绿色创新活动的环境政策是未来提升我国绿色技术创新能力的关键。Green technology innovation is the main driving force for China’s innovation-driven high-quality green development. Based on the green patent data of 30 provinces, cities and districts in China from 2006 to 2018, this paper discusses the status quo and trends of green technology innovation in China, and integrates resource consumption,environmental pollution and green patents into the green technology innovation evaluation system,the province’s green technology innovation efficiency, regional differences and promotion mechanisms were analyzed. The research results show that during the inspection period, due to the successive introduction of escalating environmental protection regulations, the total amount of green patents in China has increased year by year, and the innovation incentive effect has begun to appear;regional green technology innovation capability has significant regional differences, and the eastern region leads the central and western regions with its own economic development and R&D capital investment.;enterprises are the main body and backbone of China’s green technology innovation activities;the efficiency of green technology innovation is increasing year by year, but the synergy between regions is not significant. Therefore, improving the existing patent system platform, promoting the coordinated development of inter-regional green technologies, and improving the environmental policies that encourage corporate green innovation activities are the key to improving China’s green technology innovation capabilities in the future.
