公私伙伴关系的公共性流失困境与治理——基于马克思主义公共性思想的拓展分析

摘　　要："公共性"既是公私伙伴关系实践的重要目标,又是其重要的基础和前提。近年来,在以PPP为主要模式的公私伙伴关系推进过程中,相关部门的政策为维护"公共性"产生了积极效果。但是,在一系列宏观社会经济风险因素的叠加扩散下,公共性的流失与衰减,仍然是阻滞公私伙伴关系健康发展、合作效率提升的主要瓶颈。本文认为,面对公私伙伴关系中的公共性困境的成因和治理,既有理论已逐渐难以适应现实实践的发展。因此,有必要跳出既往思维的局限,从马克思主义政治经济学的角度,重塑逻辑起点和合作基础,建立能够达成"公共利益"和"供给效率"双重目标的公私伙伴关系,以期更好地解释现实、指导实践。除此之外,公共性的提升,还需要从社会治理的角度提升社会共识度,不仅要培育不同利益群体参与社会建设、对抗不确定公共风险的积极性,更需要增加政府与民众间的相互信任。"Publicity" is not only an important goal of public-private partnership practice, but also an important basis and prerequisite. In recent years, in the process of public-private partnerships, the relevant departments have produced positive effects for maintaining "publicity". However, under the overlapping of a series of macroeconomic and economic risk factors, the loss and decay of publicity is still the main bottleneck for the healthy development and the improvement of cooperation efficiency of public-private partnerships. In the face of the causes and governance of public dilemmas in public-private partnerships, existing theories have gradually become difficult to adapt to the development of real practice. Therefore, in order to establish a public-private partnership that can achieve the dual goals of "public interest" and "supply efficiency", it is necessary to jump out of the limitations of past thinking, reshape the starting point of logic and the basis of cooperation from the perspective of Marxist political economy. Other than that, the improvement of publicity also needs to enhance the social consensus from the perspective of social governance. It is necessary not only to cultivate the enthusiasm of different interest groups to participate in social construction and to fight against uncertain public risks, but also to increase mutual trust between the government and the public.
