摘　　要：知识产权保护的国际化是自由贸易和经济全球化的重要保障。本文运用国际植物新品种保护联盟和农业农村部官方数据,研究中国植物新品种保护国际化发展进程,明晰我国在国际种业格局中所处的位置。研究发现:我国自1999年加入UPOV1978文本后,申请量快速增长,国际排名靠前。但是,我国非国民申请与授权数量低、在国外申请量少、保护属种范围较窄、国际测试合作不足等方面体现出我国与其他发达国家相比存在差距,需要从健全相关制度、增强国际化保护意识和加强国际合作等角度采取有效措施,以提升我国植物新品种保护的国际化水平。The internationalization of intellectual property protection is an important institutional guarantee for free trade and economic globalization. This paper analyses international development of new plant varieties protection in China and to clarify the position of China in the international seed industry by using official data of UPOV and Ministry of Agriculture and Rural Affairs of China. The study finds that: Since China joined the UPOV 1978 text in 1999,the number of applications has grown rapidly and has the top international rankings. However,the international plant varieties protection of China is less developed than that of developed countries,for example there is a gap between the number of non-resident applications and titles,applications abroad,the range of protected species,and international testing cooperation. And effective measures need to be taken from the perspectives of improving relevant systems,enhancing international awareness of protection,and strengthening international cooperation,so as to promote the internationalization of the new plant varieties protection in China.
