深圳全力推进海洋强市战略的现实挑战与对策

摘　　要：研究深圳的海洋战略不但是海洋强国战略拓展的基本要求,也是深圳进一步发展的客观需要。当前,深圳海洋强市战略的全面推进,面临现实挑战:海洋意识不强;有机联系、相互贯通的顶层设计和制度供给的缺位;海洋治理力量协作不足;激烈的竞争和紧缺土地资源;乏力的海洋科技创新;海洋生态文明建设不足。应对举措有:强化海洋意识,构建海洋强市理论体系;完善海洋强市发展规划体系和地方海洋政策法规体系;统筹海陆产业经济协调发展;壮大海洋科技研发力量;提高海洋环境综合治理能力;加强海洋治理整合;制定深圳海洋强市考评指标体系。Studying Shenzhen’s ocean strategy is not only the basic requirement for the strategic expansion ocean power, but also the objective need for Shenzhen’s further development. At present, the comprehensive promotion of Shenzhen’s strategy of ocean strong city is facing realistic challenges: lack of ocean con-sciousness;lack of top-level design and institutional supply with organic links and interlinkages;insuffi-cient coordination of ocean governance forces;fierce competition and shortage of land resources;weak inno-vation of ocean science and technology;inadequate construction of ocean ecological civilization. The coun-termeasures shall include: strengthening ocean consciousness, constructing the theory system of ocean strong city, perfecting the development planning system of ocean strong city and the local ocean policy and regula-tion system, coordinating the coordinated development of land and ocean industry economy,strengthening the research and development force of ocean science and technology;improving the comprehensive management abil-ity of ocean environment, strengthening the integration of ocean governance, and formulating the evaluation index system of Shenzhen ocean strong city.
