基于军民融合协同创新的社会治安防控体系探索

摘　　要：社会安全风险防控不仅涉及多元治理主体的组织协同,更涉及多学科的技术交叉与融合,是一个复杂的系统工程。为了充分发挥社会治安风险防控领域产、学、研、用各个环节的比较优势,推动产业健康良性竞争,亟需构建集产学研用为一体的"军民融合、协同创新"式的社会治安风险防控领域创新驱动有机体。本文探索了构建社会治安防控体系的新模式和新机制,并结合具体实践对社会治安防控体系的发展进行了展望,希望能够对国家社会安全风险感知与防控领域的未来布局和产业的快速发展提供有力支撑。Social security risk prevention and control not only involves the organizational synergy of multiple governance entities,but also the interdisciplinary and integration of multi disciplines,which is a complex systematic project. In order to give full play to the comparative advantages of each link on the social security risk prevention and control of field production,study and research,we need to construct a set of social security research in the areas of risk prevention and control considering civil military integration and collaborative innovation. This article first explores the new mode and new mechanism in the construction of social security prevention and control system. Then,it looks into the future of the practice of social security prevention and control system,aiming to provide support for the rapid development of future layout and industry on the national social security risk prevention and control.
