摘　　要：以国家治理现代化作为民族工作创新的指导方向,是解决城市少数民族流动人口权利保障问题的一个有效路径。城市少数民族流动人口权利保障应当遵循民主化、多元化、协同化、科学化、法治化、信息化的目标定位。城市民族工作主体需要正视少数民族流动人口基本权利保障面临的现实困境,从加强民主管理、引入多元主体共治、构建治理主体合作机制等方面增强工作主体的政治效能,将各项工作做实、做透。It is an effective path to solve the problem of insuring the basic rights of the urban ethnic floating population by taking the modernization of national governance as the direction of the ethnic work innovation. In such a sense, work to protect the basic rights of the urban ethnic floating population should follow democratization, pluralism, cooperation, Scientific,legalization and informatization, such target locations.And concurrently, subject of urban ethnic work should envisage the realistic predicament of guaranteeing rights of the urban ethnic floating population. Thus, subject of urban ethnic work should emphatically start from aspects such as enhancing democratic administration, introducing plural subject co-governance,structuring cooperative mechanism of governance subject, to strengthen their political efficiency.
