“精准脱贫”导向下企业参与民族贫困地区扶贫工作机制创新研究

摘　　要：十八大以来,党中央把"精准扶贫、精准脱贫"上升为国家战略,我国扶贫效果取得显著成绩。目前民族地区扶贫模式仍然是政府主导,"三位一体"大扶贫模式并未真正形成。企业参与民族地区扶贫工作是基于社会责任、政治担当以及自身利益考虑,但目前存在工作缺乏主动性、扶贫技术相对落后、与民族地区资源耦合性差等问题。基于企业参与扶贫原则及"政府—企业—贫困人员"三者相互关系,"精准脱贫"导向下企业参与民族贫困地区扶贫工作需要在脱贫长效机制、多方协同机制、监督(反馈)机制等进行创新,助力脱贫目标实现。Since the 18 th National Congress of the Communist Party of China(CPC), the CPC Central Committee has promoted the "targeted poverty alleviation and anti-poverty" as one of national strategy. Presently, the model of poverty alleviation of the ethnic poverty areas is still government-led, and the trinity model(known as the mode of cooperation among enterprises, government and people under poverty line) of poverty alleviation is not truly founded. For enterprises, their participating in poverty alleviation of poverty ethnic areas is mainly based on social responsibility, government leadership and self-interest, with problems of lack of initiative in working, backward poverty alleviation in methods and poor resources coupling in ethnic areas. Given that the enterprise participation in poverty alleviation principle and the relationship among government, enterprise and targeted people under poverty line as well, the targeted enterprise-participated poverty alleviation of ethnic poor areas needs carrying out innovation upon long-term multi-party mechanism, coordination mechanism and supervision(feedback) mechanism so as to efficiently achieve the poverty alleviation goal.
