摘　　要：公众参与涉政网络事件的场域与频率的扩大和增长必然冲击现实社会的有序性,而其源头网络空间治理的有效性又依赖于公众参与涉政网络事件生成机理的深刻揭示。基于国内外互联网动员与网络集体行动相关研究成果的总结,我们建构了一个用于解释公众参与涉政网络事件的宏观过程和个体行动者之所以选择参与以及怎样参与的微观过程的理论框架,并通过设计的量表和软件工具对多个地区进行了调查检验与数据分析。结果表明:现实环境中的资源禀赋、情感驱策下的动机累加、认同构建下的行动触发、理性博弈后的现实参与相互关联、相互作用,在与行动主体的紧密互动中实现了从舆情参与到现实行动的转化。The expansion and growth of fields and frequencies of public participation in political network events will inevitably impact the orderliness of the real society, while the effectiveness governance of the original cyberspace depends on the deep reveal of generation mechanisms of public participation in the political network events. Based on related studies on Internet mobilization and network collective action in China and abroad, we propose a theoretical framework that can explain the macro process that citizen participate in politics-related network events and the micro process why and how individuals are involved and we do surveys and data analysis of multiple regions using designed scales and software tools. The results show that there is the interaction among the resource endowment in the real environment, the accumulative motivation under emotional drive, the action trigger under the identity construction, and the realistic participation after the rational thought that help the transformation from the participation of public opinions to the actual action.
