摘　　要：文章回顾了我国农村林业投融资政策的变化,选取福建省永安市、浙江省龙泉市和辽宁省本溪县作为调研区域进行调查研究。调研结果显示:(1)新一轮集体林权制度改革背景下,3个调研区域不同利益主体积极探索和参与农村林业投融资改革,并取得一定进展;(2)不同区域农户的林业投融资行为表现出较大差异;(3)农村林业投融资政策尚存在林业信贷资金供给不足、林业贷款使用非林化现象严重等迫切需要改进之处。应不断适应当地林情和社会经济发展特点,创新农村林业投融资模式,同时加大各级财政对农村林业相关产业的扶持。This paper reviewed the changes of China’s rural forestry investment and financing policies, and selected Yongan City of Fujian Province, Longquan City of Zhejiang Province and Benxi County of Liaoning Province as the survey areas for investigation and research. The research results showed that :(1)under the background of new round collective forest tenure reform,different stakeholders in the three research areas actively explored and participated in the reform of rural forestry investment and financing, and had made some progress;(2)the forestry investment and financing behaviors of farmers in different regions were quite different;(3)rural forestry investment and financing policies still urgently need to be improved: insufficient supply of forestry credit funds,serious non-forest use of forestry loans and so on. It is necessary to adapt to the local forest conditions and the characteristics of social and economic development,the government should innovate the mode of rural forestry investment and financing and increase the financial support to the rural forestry industry.
