次区域经济合作中的大国对外援助——中日美三国对澜湄合作机制的影响

摘　　要：澜湄合作的共同愿景是建立澜湄国家命运共同体,促进澜湄沿岸各国经济社会发展,增进各国人民福祉,缩小本区域国家发展差距,支持东盟共同体建设,并推动落实联合国2030年可持续发展议程,促进南南合作。中日美三国在对东盟贸易上的关系态势从另一个维度反映着东盟次区域经济合作的走向。观察不同时期中日美三国在对东盟贸易上的关系态势,可以帮助我们找出促使三国在东盟贸易上的关系上不断发生变化的因素:即大国外交在全球化、反全球化浪潮中的政治博弈。从这一角度出发,我们可分析出当前三国在对东盟贸易竞争中的优势和不足之处。准确找出三国在东盟市场上的竞争性和互补性区间,就能够准确把握三国对东盟贸易上的未来走向,也能够为中国对东盟贸易政策的调整提供一定合理思路,发现政策趋势。The common vision of Lanmei cooperation is to establish a community of the destiny of Lanmei countries,promote economic and social development of the countries along the Lanmei coast,enhance the well-being of the people of all countries,narrow the development gap among the countries in the region,support the building of ASEAN community,and promote the implementation of the UN sustainable development agenda for 2030 and South-South cooperation. The trend of the trade relations of the three countries China,Japan and the United States to ASEAN reflects that of ASEAN subregional economic cooperation from another dimension. Observing the trend of trade relations of the three countries to ASEAN in different periods can help us find the factors that cause the relations to change continuously,namely,the political game of powers diplomacy in the tide of globalization and anti-globalization. From this point of view,we can analyze the advantages and disadvantages of the three countries in the current trade competition with ASEAN;and on this basis,have a clear understanding of the specific areas in which the three countries compete and cooperate with ASEAN trade,as well as of the essence of the three countries’ competition relationship in ASEAN trade. If the competitive and complementary areas of the big powers in the ASEAN market is accurately found out,we can sufficiently grasp the future trend of the three countries’ trade with ASEAN,provide some reasonable ideas for the adjustment of China’s trade policy towards ASEAN,and work out the policy trends.
