摘 要:目的根据2012-2016年我国东部、中部和西部地区疾病预防控制中心人力资源配置情况,探讨全国疾控中心人力资源配置的公平性问题,提出依据。方法描述2012-2016年我国疾控中心人力资源配置人均占有情况,利用泰尔指数分析我国疾控中心人力资源配置的公平性,并计算东部、中部和西部地区及地区间的贡献率。结果全国疾控中心职工总数、年龄≤35岁职工数、研究生学历职工数的泰尔指数分别在0.18~0.20,0.16~0.21,0.22~0.27范围内,东部地区职工总数的泰尔指数为0.05~0.07、年龄≤35岁职工数为0.06~0.07,均低于中、西部地区,研究生学历职工数为0.11~0.13,低于中部地区、高于西部地区。结论泰尔指数可用于评价疾控中心人力资源配置的公平性情况,我国疾控中心人力资源配置近5年整体公平性较好,但存在不均衡性,其中东部地区近5年人力资源逐渐减少,高学历人才占比逐年增多,东部地区公平性相对较好,地区内部差异是资源配置不公平性的主要原因。Objective According to the health resources allocation of the Centers for Disease Control and Prevention in East,Middle and West areas in 2012-2016, this research discusses the equity of health manpower allocation in the national centers for disease control and prevention, and puts forward the basis. Methods Described the per capita occupancy of the health resources allocation of the centers for disease control and health situation in 2012-2016, using the Theil index analyzed CDCs health human resource allocation equity, and calculated the contribution rate between the East, Middle and West areas. Results The Theil index of the total number of staff, as well as the age less than 35 years old, and the number of graduate degrees in CDCs were respectively within 0.18 to 0.20, 0.16 to 0.21, and 0.22 to 0.27;the total number of the staff was in the range of 0.05 to 0.07 in East areas, the age less than 35 years old between 0.06 and 0.07, which were all lower than the West areas;the graduate education staffs’ Theil index was between 0.11 and 0.13, which was lower than the Middle areas, but higher than that of the West areas. Conclusion Theil index can be used to evaluate the CDCs’ health human resource allocation equitable.The human resources allocation in recent five years was more stable in CDCs, but it was not balanced: the per million health resources gradually decreased in east areas, and the graduate degrees staff increased year by year. The human resources were more balanced in CDCs in East areas, and regional difference was the main reasons of the human resource allocation inequitable.
