摘　　要：文章以吉林省图书馆多年(2012年～2018年)的科技情报服务成果之一——约1800项的科技查新报告为主要内容,建立吉林省图书馆科技创新情报服务成果知识库。本文陈述了建库的必要性,所坚持的三大原则,具体的知识库构建设计与设置;探讨在知识库建设过程中出现及应注意的问题、解决的办法。希望通过创建知识库,归纳总结科技情报服务规律,探究公共图书馆进行科技情报服务的新思路。This paper takes the scientific and technological intelligence service achievements of Jilin Province Library for many years(2012-2018)--about 1800 scientific and technological novelty investigation reports as the main content, and establishes the scientific and technological innovation intelligence service achievements knowledge base of Jilin Province Library. The necessity of knowledge base, the three principles of knowledge base, and the design and setting of specific knowledge base construction;The problems and solutions in the process of knowledge base construction are discussed. It is hoped that through the creation of knowledge base, the law of scientific and technological information service can be summarized and the new idea of public library scientific and technological information service is studied.
