摘　　要：社会组织作为社会治理主体之一,与政府共同为社会成员提供基本公共服务、管理社会公共事务,在藏区基本公共服务体系中发挥着辅助性的功能,满足藏区居民多样化、个性化的需求,在藏区社会治理中具有特殊的意义,发挥着特殊的作用。本文在掌握青海藏区社会组织发展及其参与当地基本公共服务现状的基础上,结合新时代藏区发展情境,运用SWOT分析法对社会组织参与藏区基本公共服务的内部优势、内部劣势、外部机遇、外部威胁进行分析,并在此基础上提出社会组织参与藏区基本公共服务的优化路径。As one of the social governing body, social organizations with the government provides social basic public services,manage social public affairs and plays subsidiary role in basic public service system in Tibetan areas for meeting the local people’s various and individual needs, which has the special meaning and particular function. On the base of mastering the social organizations’ development and the situation of involving the local basic public service, the paper combined the developing situation of Tibetan areas and applied the SWOT analytic method to analyze its internal advantage and disadvantage, external opportunity and threaten,then proposed the optimized path of it on this base.
