摘　　要：制造业作为黑龙江省经济发展的支柱产业,目前还存在高端制造能力不足,海外市场开拓不够等问题。探索黑龙江省制造业产业集群与跨境电商融合发展的路径,提出积极打造制造业产业园区,为跨境电商发展提供支撑,搭建跨境电子商务平台,促进制造企业转型发展,依托跨境电商推进制造业技术升级,打通跨境电商物流通道,加强跨境电商人才队伍建设,加大政策支持力度。With the continuous implementation of The 13 th Five-year Development Plan of E-commerce and advancement of One Belt,One Road strategy,e-commerce and cross-border economy will be the important engine to the domestic economic growth. Manufacturing industry,as a pillar industry of economic development in Heilongjiang province,faces such problems as the shortage on developing power and weak competitiveness of market in the current domestic and foreign environment. The paper,on the basis of current situation of the development of manufacturing industry in Heilongjiang,analyzes the existing weakness and limitations and explores the integration path of manufacturing industry clusters and cross-border e-commerce in Heilongjiang in order to provide decision-making reference and action support to the transformation and upgrading of manufacturing industry in Heilongjiang Province.
