重大工程建设指挥部组织演化进程和研究评述——基于工程项目治理系统的视角

摘　　要：建设指挥部是我国所特有的重大工程组织模式,从20世纪50年代以来为我国不同时期的重大工程所采用。随着改革开放以来工程建设领域市场化改革发展,建设指挥部开始受到"政府—市场"二元作用并持续演化。通过剖析我国不同时期建设指挥部模式组织演化历程,结合对国内外项目治理研究进展的分析,结果表明:指挥部需要强化顶层治理的功能,加强与项目法人、主要市场交易方的合作互动,构建多元复合、渐进演化、自适应的多层治理系统。并结合重大工程特征和组织能力需求,提出了针对性的适应性能力构建策略。The construction headquarters is an organization approach used to deliver megaprojects in China that has been used since the 1950s.After adopting the reform and opening-up policy in 1980s,the use of this approach has been further shaped and influenced by the co-evolution between markets and governments due to the emergence of the construction market in the country.This paper reviews organizational evolution processes of construction headquarters in Chinese megaprojects across various time periods from the 1950s to now and latest developments in megaproject governance research.The results indicates that the reform focus of construction headquarters in megaprojects should be on its function of top governance and collaboration with theproject legal agent and major market suppliers,thereby establishing a multi-level governance system for smooth megaproject delivery.Finally,several strategies are finally provided to develop the adaptive capability of the multi-level project governance system that fits into the capability needs ofmegaprojects in various kinds.
