摘 要:为了解决电建工程安全管理特殊性研究不足和缺少系统安全控制研究的问题,总结了电建工程安全控制的六大特性,基于轨迹交叉论将失效理论融合到系统安全控制体系中,对电建工程系统安全控制失效度进行了分级。分析了电建工程系统安全控制的影响因素,构建了包括安全管理系统和作业安全系统的安全控制体系,结合层次分析法和专家打分法,确定了各因素对系统安全控制的贡献度,给出了失效度计算的公式。给合实例计算了各项目系统的安全控制失效度,根据失效度的等级提出了降低项目安全控制失效度的针对性措施。研究表明,建立的电建工程安全控制体系和失效度计算能有效地反映项目系统的安全控制状态和安全管理的定量分析,有助于企业和项目部等不同层面对电建工程安全生产的系统管控。To address the lacking of particular safety management researches and improve the system safety control in the power construction project, the paper summarizes six types of characteristics of the system safety control in power construction project.This research integrates the failure theory into the system safety control based on trace intersecting theory, and classifies the failure degree of the system safety control in power construction project. Meanwhile,the paper analyzes the main factors influencing the system safety control,and develops the safety control system, which includes safety management subsystem and work safety subsystem. Furthermore, the contribution degree of each factor is determined and the calculation formula for failure degrees is constructed by the analytic hierarchy process(AHP) and the expert scoring method. Finally, the safety control failure degree of a case is calculated and the corresponding specific measures to reduce the safety control failure degree are proposed accordingly. The results show that the developed safety control system and the proposed failure degree calculation model can effectively reveal the safety control state and achieve the safety management in a quantitative manner. The finding of this study are helpful for the safety control of power construction project from both the levels of enterprises and the projects.
