摘　　要：该文从网守的角度,针对许可控制和计费管理实现中所涉及的三个主要问题:协议的使用、网守系统结构和消息流程,进行了认真的分析,提出了解决方案,论证了方案的可行性和先进性,并在实际产品中通过测试。In this paper,after a careful analysis of two main problems related in admission control and accounting of IP telephony Gatekeeper,a new mechanism is proposed.The implementation is based on new protocol,system architecture and message flow.It results in several advantages when compared to early method.The mechanism has already been put into reality and has passed the system test.
