摘　　要：水土流失是西部地区全部生态问题中最本质最突出的问题 ,西部地区生态环境建设必须以保持水土为核心。要依靠机制创新调动全社会参与生态建设的积极性 ;加大对西部地区的财政转移支付力度和生态环境建设的投资力度 ,实行更加优惠的税收政策 ,赋予该区制定生态环境建设政策的权力 ;加强生态建设基础研究 。Soil and water loss is the most essential and outstanding problem among all the ecological problems in the west region of China. The ecological environment construction of west regions must take soil and water conservation as the core. It should mobilize the enthusiasm of the whole society to take part in the ecological construction by relying on mechanism and blazing new trails, increase financial transfer payment to the western regions and investment for ecological environment construction, implement more preferential tax policy and entrust the power of working out policies on ecological environment construction, strengthen the basic research work on ecological construction and popularize and apply the existing scientific and technical achievements.
