摘　　要：合理的融资管理制度 ,对资本市场的健康发展及保护国内外投资者的利益起着极其重要的作用 ,但若照搬国外市场管理运作制度 ,有时会人为地加剧市场动荡。本文对我国股票发行的两种改革方案利弊进行了比较分析 ,同时提出了在股票增发。a reasonable system of raising capitals plays an important role in promoting the development of capital market and guaranteeing the interests of foreign and domestic investors while copying indiscriminatelly the market operation of foreign countries will artificially make the market disordered.The paper deals with a comparison between the two ways of issuing stocks in China and refers to some suggestions and measures in reducing the market risks during issuing new stocks,apportioning by shares and decreasing the state owned shares.
