摘　　要：论述了制定“黑启动”方案的有关问题。认为“黑启动”方案是电力系统灾变防治的重要组成部分,要达到方案准确实施的目的,必须依靠以计算机为主体的灾变自动控制系统。但是,在灾变防治自动控制系统建成前,“黑启动”方案部分功能由现在的在线运行计算机系统实施或全部由电力系统调度员组织实施,在电力系统灾变/事故的恢复控制中,也能发挥重大作用。Some problems about the'black-start'scheme are discussed in this paper.'Black-start'scheme is an im-por tant part of power system collapse prevention,we must depend on the collapse automatic control system which main body is computer in order to implement the scheme precisely.The'black-stat'scheme is implemented by on-line com puter partly or by the organization of power system dispatcher entirely,and it also plays a very important role in the re sume control of power system collapse.
