摘　　要：指出办馆效益关键在人力资源的充分挖掘和发挥人力资源的主观能动性 ;Aiming at the factors that restrict the human resources in the library,the paper points out that the key to the efficiency of the management of a library lies in tapping out completely the human resources and activating the staff's iniriative.It also discusses ways to bring into full play the initiative of the idea of service,inhetitance of personal efforts and encouraging the public to take part in the service and managemet of personal efforts and encouraging the public to take part in the service and managememt of the library.
