摘　　要：城市基础设施的建设和管理成效对提高城市综合竞争力具有重要作用 .城市基础设施集成化管理信息系统(developmentofurbaninfrastructureintegratedmanagementinformationsystem ,以下简称UIIMIS)不但是政府建设行政主管部门对城市基础设施管理的有效工具和手段 ,也能在很大程度上影响和改变政府建设行政主管部门对城市基础设施管理的理念、思想和组织 .据此以某直辖市建委为例 ,分析了现行建设行政主管部门在组织结构方面存在的问题 ,提出了建立UIIMIS的原则 ,给出了UIIMIS的功能模块 。Asia is a hot infrastructure investment area in the world.China is one of the most active infrastructure investment areas in Asia.The economic development of China is based on the ability of local construction committees'effective infrastructure development and management.Supported by the World Bank and Tianjin Construction Committee,Tianjin urban infrastructure integrated management information system(UIIMIS) has been successfully developed.In the paper,the organization of Tianjin Construction Committee is introduced.The existing problems for Tianjin Construction Committee to develop and manage urban infrastructure projects are analyzed in the view of project lifecycle integration management.The requirement for UIIMIS is deeply investigated.The rules for the setting up of UIIMIS are determined.The function planning of UIIMIS is provided.Finally,the steps and methods for the development of UIIMIS are given.
