摘　　要：为了解新医改"强基层"下的乡镇卫生院改革成效,课题组收集安徽、四川、江西三省13县的乡镇卫生院有关补偿、运行、医疗费用等资料,在分析改革效果和面临的问题的基础上,对三个现象进行了辨析。In order to understand the effectiveness of health reform of township hospitals under the background of strengthening grassroots, the study group collect compensation, operation, medical expenses and other information of township hospitals from Anhui, Sichuan and Jiangxi provinces 13 counties. Then the study group analysis effects and issues of the reform, and discriminate related phenomena.
